Rail to rail surfing means surfing with your rail in the water. This is mainly done on high performance shortboard surfboards that slow down when they are going straight but speed up when turning on rail. If you ever watch a pro, they are constantly turning or pumping quickly from side to side. This is rail to rail surfing.
A fish or longboard surfboard does not have as much rocker as a performance shortboard and therefore can go through straight on flat sections without slowing down. Because of their extra width though, they are harder to get to switch from one rail to the other.
So between the types of surfing you are comparing, it is not like there will be two guys riding similar boards different ways, one style works with one type of board and the other on something completely different.
